Governing Board Members

Ken Bouchard has been employed at the Vista Irrigation District since 1983. Prior to his current employment, he spent 12 years with the City of San Diego in the Water Utilities Department. In September of 2000 Mr. Bouchard received the Chair's Award for his exemplary service, particularly his assistance to staff during the 2000 Spring Conference in Monterey.

Mr. Bouchard is currently Chair of the CA/NV Section and has held numerous committee and division positions.
