THE COMMITTEE’S CHARGE

The committee is responsible for: (a) investigation of corrosion problems in utility systems; (b) recommendations for Section policy in corrosion control; (c) preparation of, or arrangement for corrosion control Section training courses and seminars; and (d) such other tasks as the Governing Board may deem appropriate. The committee chair shall be qualified in this field and should be a member of the National Association of Corrosion Engineers so he may provide liaison between the California-Nevada Section and the local sections of NACE International (NACE). The committee reports to the Water Distribution Division.

Call to Order:
Chairperson, John Barnes, called the meeting to order at
7:00 a.m.

Meeting Minutes:
The minutes of the
October 9, 2001 meeting in Palm Springs, California were reviewed, corrected and accepted.  (Lee Doyle had been erroneously left off the attendance list.)

Section News:
Barnes – The section website has been up-dated.  Abstracts for the Fall Conference in
Reno are due by April 19th.  It was felt by everyone in attendance that this time frame is too short and unworkable.  We can provide speaker names, but speakers, for the most part are unable to drop everything to provide an abstract in two weeks.

Old Business:

Website:       Again the website has been updated.  Anyone may make contributions to site such as articles, events etc.  Submissions should be sent to Barnes.  He will forward to the section committee for final approval and inclusion into the web page.  Discussed the possibilities of having a “local” question and answer forum on the site.  Everyone thought this was a good idea and will be discussed next meeting.

New Business:

Suggestion: Barnes:  The suggestion was made to combine the Corrosion Control Committee with the Materials Performance Committee.  There seems to be considerable overlap between the two committees.  Many of the members attempt to serve on both.  The combining of the two committees would eliminate a meeting plus allow better participation.  Barnes will present this idea to Division.

New Members – Membership is open to those who attend “TWO” meetings.  Policy is that if you miss three meetings in a row you will be removed from the committee.  The roster of attendance has been updated. 

AWWARF Report - Graham Bell, MJ Schiff and Assoc.  No Report on, "Identify Causes and Solutions for External Corrosion Control on Buried Water Mains".  It was decided to drop this report from the agenda.

Speakers for the Fall Conference in Reno - Barnes:-- Conference will be held October 13-17, 2002.  We are asking for 4 speaker slots.  Suggestions/Commitments: Vice Chair Jim Graham suggested a presentation on “Heat Shrink Sleeves” and “The Repair of Reinforced Concrete at The Molecular Level”.  ABSTRACTS DUE 4/19/02

Committee Liaison Reports:

Materials PerformanceNiles/ Ferrigno: The major issues are valves and PVC Piping.

Recycled Water - Barnes: The committee has no interest in materials performance at this time. Their primary focus on regulatory issues.

Desalination - Waters: Not in attendance.  Harry Kipps, has agreed to become the new liaison to this committee.

Pipeline Rehabilitation - Lyons: Not in attendance. Rick Dalton has agreed to become the new liaison for this committee.

Tanks, Reservoirs & Structures Maintenance - Harper: Report attached.

System Water Quality  - This report/liaison eliminated.

Water Well Technology – No liaison for this committee.  No liaison volunteer came forth when requested.

General Discussion:  Harper: City of Westminster has removed the failed concrete tanks and are now building two 8 million gallon welded steel tanks.

FROM: Bill Harper, Past Chair, TR&SM Committee & Corrosion Control Committee SUBJECT: Miscellaneous Reports for 2002 Spring Conference

To eliminate taking valuable time in a verbal report, I have taken the liberty of highlighting the areas which I normally monitor. The following items are noteworthy

I. NSF 61- I am now a member ofaDOHS-ODW Task Force charged with assisting DOHS in a final revision of the Waterworks Standards, a minor part which is Section 64591 Indirect Additives. The Chair feels despite the revival of action on the WW Stds. it will still require at least another 18 months before the Standards are completed and adopted. This would indicate we would finally officially have to comply with NSF 61 for tank and pipe coatings, etc. maybe by the end of 2003 or the beginning of2004.

In the interim, their policy remains to accept coatings from both the May 9, 1989 EPA Drinking Water Additives List and the current lists approved under NSF 61. This has been verified by a previous memorandum sent from the former Chief of the Certification Unit to all District and Regional offices of ODW/DOHS.

Some confusion still exists with local ODW/DOHS offices regarding the statement that "ODW/DOHS recommends, wherever possible, coatings from the NSF 611ist be used". This is not to be construed that the EP A listing is deleted, verified by the above referenced telecon and memorandum.

2. Coal tar enamel -As of 3/15/02 the Reilly Chemist at GHQ in Indianapolis indicates he is trying to schedule the final submittal to NSF before the end of the summer. Accordingly, it would appear the coal tar enamel testing at NSF could possibly reach approval or rejection by early 2003. As previously stated, the NSF testing is the only roadblock to approval of enamel for use in potable water tanks. In the interim, water tanks can continue to be coated with coal tar enamel, using the

EPA list for the approval by ODW/DOHS.

3. A WW A D102- As a member of the Dl02 Revision Task Force, recommended revisions to the August 1997 Standard have been resubmitted to the Steel Tank Committee for review and possible approval. There are two negatives to resolve, but the Chair feels this will transpire at A WW A New Orleans during June. This means we could have approval and publication by the end of this year.

4. Zinc as a Heavy Metal- I spoke with the Hazardous Substances Scientist for Cal EP A, Department of Toxic Substances Control, earlier this month and unfortunately, he again indicated there is nothing new on "Zinc as a Heavy Metal in California". He sees no relief on the status of zinc as a heavy metal, so zinc remains on the heavy metals list. It appears the issue is still dead under

 

Governor Gray's administration, so the status is the same as before: Zinc is a heavy metal and all worker, environmental, and disposal regulations continue to be in effect.

Status of South Coast Air Quality Management District (SCAQMD) VOC Limits in California -The continued direction of SCAQMD is to lower the VOC limits for Industrial Maintenance Coatings to 250 glL in July 2002 and then to 100 glL in July 2006. I have researched products which are equivalent to presently used products and it appears there are acceptable alternative materials to most current products which will meet the 250 glL limit. The l00 glL limit does pose a significant problem, but hopefully lawsuits, etc. will resolve this issue long before the deadline.

SPECIAL NOTE: John McGill of Sherwin- Williams and I are presenting a paper on VOC's through the Tanks, Reservoirs and Structures Maintenance Committee at 2:30 PM on Wednesday, April3rd. Drop in on us if your schedule permits.

Status of California Air Resources Board (CARE) VOC Limits in California -Responding to industry complaints, CARE backed off its original stringent Suggested Control Measure (SCM) position and has left the issue up to the 35 APCD's and AQMD's, so we need to continue to monitor the District in which your project is planned for their current VOC levels.

NEW ITEM FOR THOUGHT -Another negative has arisen on the horizon related to VOC limits, that of an alliance of regulatory officials unveiling of a proposal to further reduce VOC limits beyond those presently proposed. The groups are commonly referred to as STAPPA-ALAPCO (www.4cleanair.org). Representatives of the National Paint and Coatings Association (NPCA) and other industry organizations are campaigning against adoption of these more stringent limits. I am not aware of the progress on this alliance or the industry opposition, so you will need to do your own research on this one.
