These expanded activities include identifying malfunctioning meters and addressing authorized unmetered connections and unauthorized connections, which have already recovered over $626,000 for the District from billing previously unbilled water usage.

Craig Irey leads the Water Loss Prevention Program at Irvine Ranch Water District (IRWD). With over 20 years of experience in the water industry, he spent 17 years in Customer Service focusing on meters, meter related issues, account and billing analytics. This extensive knowledge helped him initiate what is now a full-scale program that focuses on Water Loss and Revenue Recovery. Craig has completed several water related courses in distribution, and water management and supervision. Craig’s creative thinking and drive helped shape how IRWD proactively targets apparent losses.
Robert Brown is the primary field responder for the Irvine Ranch Water District (IRWD) Loss Prevention Department. Robert has been working with the District for over 10 years and has worked with multiple departments including Customer Service, Preventative Maintenance, Construction Repair, Water Operations, Engineering Inspections, and is currently working in the Loss Prevention Department. Robert has earned a Distribution level 3 and Treatment level 1 from the AWWA. He has both advanced water science distribution and treatment certifications from Santiago Canyon College. Roberts unique combination of education and vast industry experience has played a key role in the development of IRWD’s Water Loss Prevention Program.
